What's the formula?

Decimal hours = hours + minutes ÷ 60. So 7:45 = 7 + 45/60 = 7.75. Going back: multiply the fraction by 60 — 0.75 × 60 = 45 minutes.

Why do payroll systems use decimal hours?

Pay = hours × rate is straightforward multiplication when hours are decimal. 7.75 h × $20 = $155, no minute arithmetic required.

How do I round?

Two decimal places is standard for payroll. Common billing increments: 0.1 h (6 minutes) and 0.25 h (15 minutes).
